En un cliente donde se realizó la instalación el servidor en el Local Security Policy tenia activado la opcion de seguridad System cryptografy: Use FIPS

Para resolver ese inconveniente nos dirigimos a Control Panel -> Administrative Tools -> Local Security Policy y deshabilitamos la opción "System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing"
